The Colorado Stone, Sand & Gravel Association (CSSGA) proudly leads responsible mining practices across Colorado’s aggregate industry. As a member-driven organization founded in 1956, we represent producers, suppliers, and small businesses that supply essential construction aggregates statewide. Our work centers on advancing the industry through education, safety, and public policy while promoting responsible operations in partnership with the Mine Safety Institute (MSI). We collaborate with state and local governments, regulatory agencies, and the broader Colorado community to ensure the aggregate sector grows responsibly and supports the state’s infrastructure needs.

Aggregates from stone, sand, and gravel operations form the foundation of Colorado’s built environment. We produce and supply materials critical for roads, parking lots, sidewalks, floors and walls, concrete pipes, drainage systems, and erosion control. Each year, Colorado consumes approximately 55 million tons of these construction aggregates, highlighting the vital role our industry plays in maintaining and expanding the state’s transportation networks, buildings, and public works. Our members employ over 4,000 people directly and indirectly in diverse roles, including mine operators, safety managers, truck drivers, mechanics, engineers, delivery professionals, and specialists handling water, air, and land permitting processes. These materials are indispensable for both public infrastructure projects and private development, ensuring Colorado’s communities remain connected, safe, and functional.

Colorado’s Aggregate Industry: Building the Foundation for Growth and Infrastructure

We take pride in our long-standing commitment to responsible mining practices that balance operational needs with community expectations and regulatory standards. Through active member involvement, we unite voices across the state to share knowledge, develop best practices, and address challenges collectively. Our efforts focus on ensuring aggregate production remains reliable, efficient, and aligned with Colorado’s evolving landscape.

Our committees drive much of this progress. Member-led groups concentrate on key areas such as safety protocols, regulatory compliance, community outreach, and governmental affairs. These committees allow us to shape thoughtful policies, exchange practical insights from on-the-ground experience, and reinforce the strength of Colorado’s aggregate community. By working together, we maintain high standards that benefit operators throughout the state. Committee participation gives members a direct platform to influence decisions that affect daily operations and long-term planning, fostering a sense of shared purpose and collective achievement.

The aggregate industry supports Colorado’s economic vitality in meaningful ways. Beyond direct employment, our operations generate significant economic activity through supply chains, transportation services, equipment maintenance, and related professional services. We contribute to local tax bases that fund schools, roads, and public services, demonstrating how responsible aggregate production creates widespread benefits for residents and businesses alike.

Advancing Safety Standards Across Colorado Mining Operations

Safety remains a core priority in everything we do. In collaboration with the Mine Safety Institute (MSI), a joint effort with the Colorado Division of Reclamation, Mining & Safety (DRMS), we deliver comprehensive, MSHA-compliant training programs tailored to the needs of aggregate producers.

These programs include:

  • MSHA Part 46 New Miner Training available on demand for those entering the field
  • MSHA Part 46 training materials in their fifth edition, with options in Spanish for broader accessibility
  • MSHA Part 46 Annual Refresher Training to keep skills current
  • MSHA Operator’s Guide for practical reference
  • MSHA Second Edition Task Training focused on job-specific competencies

Developed by real miners for real miners, these resources emphasize practical application in daily operations. To date, our training initiatives have reached over 12,000 miners across Colorado and other parts of the United States. This widespread education helps foster a culture of vigilance and preparedness at sites statewide, reducing risks and enhancing overall performance. We also offer guidance on hazard recognition, emergency response planning, and equipment operation, equipping teams to handle the unique challenges of aggregate sites.

We continuously update our offerings to reflect the latest requirements and best approaches, ensuring our members stay ahead in maintaining safe work environments. Regular feedback from participants allows us to refine content and delivery methods, making training more effective and relevant to real-world conditions.

Promoting Responsible Practices and Community Engagement in Colorado

We emphasize responsible operations through proactive measures that respect land use, reclamation efforts, and environmental considerations. Our members implement industry-leading approaches to manage sites effectively, from extraction to site restoration, contributing to long-term land stewardship. Reclamation planning begins early in the operational lifecycle, with careful attention to soil stability, vegetation reestablishment, and habitat restoration to return sites to productive or natural uses.

Education plays a central role in our outreach. We inform stakeholders, including community members, end-users, and students, about the importance of aggregates and the thoughtful methods used in their production. By highlighting the essential contributions of our industry to Colorado’s economy and infrastructure, we build understanding and support. We participate in school programs, community events, and public forums to explain how aggregates enable everyday necessities like safe highways, durable buildings, and effective stormwater management.

Our advocacy extends to legislative and regulatory arenas. We represent member interests on issues that affect aggregate operations, working to promote fair, business-friendly policies. Through strategic relationships with regulatory bodies, we ensure compliance while advocating for frameworks that allow responsible growth. We monitor proposed regulations, provide technical input based on practical experience, and encourage dialogue that leads to balanced outcomes benefiting both industry and the public.
